Expedite

Greetings. I have to apply to the Upper Tribunal for the discharge of a restrictive covenant. The application form requires the property to be registered and to provide a recent official copy of the title register. An application to register the property has been made but is not expedited. I looked on GOV.UK and found the expedite page but it says uploaded evidence needs to be supplied to support the request. The delay is causing real hardship as it prevents the application going in, but the form requires me to upload documentary evidence and will not let me proceed without it. I understand that makes sense for expedite requests based on a forward sale or expiring mortgage offer when there is a paper trail but in this instance what can I do?
