Voluntary First Registration valuation

I am helping my mother register her house for the first time as we've been advised it is a good idea to do. Her house has never been on the market but the adjoining property which is a mirror image in similar condition sold last year. Can I use the sale price of the neighbouring house as the value or do we need to get a valuation done?
