AP1 application fees

Hello,
I have a query regarding the AP1 application fee for changing the register for a lease. When calculating the amount for Scale 1 fees, is it based on only the Principal rent or does it also include the Turnover Rent, the Insurance Rent, the Service Charge, any VAT on any sums due under the Lease and any other sums payable under the Lease?

I would be very grateful if you could provide some clarity on this issue.
