The Transferor has signed TR1s in relation to 4 leasehold titles. However, in spite of repeated chasing, he has failed to provide Form ID1 or ID3 which is preventing registration.

It seems likely therefore that an application will need to be made for an Order directing the Chief Land Registrar to register title in the absence of such identification / alternatively, for breach of implied covenant and/or fiduciary duty. However, this will involve costs and potential delays.

In the circumstances, do you know whether this matter can be resolved through dialogue with the Land Registry i.e. whether the TR1s can be registered in the absence of the Transferor's completed ID1?

John - forms ID1 or ID3 are used to verify identities where a conveyancer has not acted for a specific party. So if there's a conveyancer acting then they could complete the application form AP1 to indicate as such and that they were satisfied as to the identities of the parties 
If the conveyancer can't give that assurance then identity verification is always required

Adam - many thanks for this. The transferor is unrepresented. We are acting for the transferee. Are we therefore able to complete the AP1 even though we are not acting for the transferor?

John - form AP1 has to be completed re panels 12 and 13. Part 2 of panel 13 gives you a choice as explained.
