ID3 forms

Are conveyancer's able to use ID3 forms for unrepresented parties? For example, a retired individual who is unable to contact a solicitor to complete an ID1 or ID5, are conveyancers able to suggest they get an ID3 completed?

Millie - conveyancer must use form ID1 to verify someone's identity. Form ID3 is used by others as listed in PG 67 - Practice guide 67: evidence of identity - GOV.UK
