Is a velux window considered as part of the roof ?

We are freeholders of a house split into four flats. Our lease states that we are responsible for the repairs to the roof but does not say anything about the two windows that were installed in the roof. Are the roof windows part of the roof or considered to be owned and maintained by the owner of the individual flat?
