My wife and I jointly own own a house in the proportion 
95% 5% and this is already registered with LR by 
trust form JO submitted by a conveyancer.
We want to change the share to 90% 10%.
can we submit a new JO form ourselves or do we have to use/pay
a conveyancer ?

Steve - we don't register/record the % shares on the register so don;t ned to be informed re such a change. 
Form JO is only used to accompany another application form and links to how you wish to hold the property and whether a form A restriction is applied for or not. We would have registered a form A restriction based on the original form and that doesn't alter if the %s alter. 
I'd recommend seeking legal advice to understand what the % shares actually mean re your ownership and how you might record that as appropriate. You clearly had reasons for the original split and now the change so best to understand what's required legally and what impact it has on your ownerships going forward
