Assent - must all personal representatives apply?

Is it necessary for all personal representatives listed in the grant of probate to be parties to an application for assent (using forms AP1 and AS1), or can one of the personal representatives (who is also a beneficiary and sole transferee) make the application? We are not using a conveyancer.

Sarah - all the personal reps need to transfer (AS1) the property but just one can complete and submit the application form (form AP1)
