The service charge of my newbuild leasehold flat (finished 2017) is first calculated as grand total for the whole building and then divided between flats according to floor area, referred to as the "percentage of expenditure". I received a table specifying the percentages for all flats from our first managing company. This was clearly not an official document, however, because it had the company logo on it. My leasehold agreement only specifies that the percentage should be "reasonable". Title registers and plans for both the freehold and the leasehold also do not contain information about this. How can I find the official document that species the percentage of each flat?

Tobias - the details we will have on file and containing the service charge definition is the lease itself. You can apply by post for a copy - Get information about property and land: Get a copy of the deeds - GOV.UK 
I don't know if that's the same document to which you refer as a 'leasehold agreement'

Thank you for your quick reply.

With leasehold agreement, I meant the lease, yes.

I got a copy of the signed lease from my solicitor when I bought the flat. However, even after reading through it multiple times, I cannot seem to find any specific number that would indicate the actual percentage that I need to pay. It only mentions a "proportion", which is supposed to be set by the freeholder. I have attached the paragraphs mentioning that proportion here.

In the paragraph about potential changes to the proportion, it reads "[...] and the new proportions notified to the other tenants in respect of the other properties shall also be substituted for those set out in the corresponding provision of their leases". This makes it sound that there should be specific proportions at least for other tenants (which have the same lease as I do). This again makes me wonder if there is some other document/attachment that specifies the proportions. How would I find out if such a document exists or how to obtain it? Or is it possible that the freeholder just sent the proportions to the management company and nowhere else?

Hello Tobias - the scenario you describe is quite common re leaseholds and the contents of the lease and separate paperwork re the proportions to be paid as those amounts can and often do vary annually. Leaving the specific amounts out of the lease itself means that when they do change you don't have to have a deed drawn up each time to vary the lease
We won't have that additional paperwork and I would suggest asking your fellow tenants and/or the management co for more details as appropriate
