When submitting an application to HM Land Registry for a placement of a charge on a property under Deferred Payment Scheme, we (a local authority) provide a certified Photo ID for attorney (Lasting Power of Attorney for Property & Financial Affairs), who signs CH1 and the Deferred Payment Agreement on behalf of the proprietor, who is in care home.<br> <br> I was ask a question by POA's brother, who is a retired Police Officer, whether he can certify POA's Photo ID.<br> <br> I know he can't witness CH1, but see no such restriction on the list of professionals who can certify a Photo ID, could you please advise whether this will be acceptable for HM Land Registry. <br> <br> Many thanks,<br> David

David - is this a Q for us as we don't offer guidance on phot0ID for a LPA?<br> I'm assuming there's no conveyancer involved here and if so then form ID3 would be used to verify an identity. And form ID3 does not require a certified photo ID but it does require a copy of the relevant passport page. But a retired police officer can't verify an identity using form ID3. Adam, thank you - we have a conveyancer, yes - I wasn't sure whether the person certifying ID would come under their consideration or HM Land Registry's. Sounds like I just need to email our Legal Services. <br> <br> Thanks, as always!
