Hello HMLR team,

Could you please confirm whether, under Practice Guide 82 (https://www.gov.uk/government/publications/electronic-signatures-accepted-by-hm-land-registry-pg82/practice-guide-82-electronic-signatures-accepted-by-hm-land-registry), the OTP for the witnessed electronic signature process must be delivered by SMS only, or whether delivery by voice call to the same phone number is also acceptable? If voice delivery is not acceptable, would a WES completed using a voice-delivered OTP be treated as non-compliant? Does the same rule apply to both the signer and the witness? Finally, for Qualified Electronic Signatures, my understanding is that OTP transport is out of scope because QES follows a different trust path—please confirm.

For context, some platforms (e.g., Adobe Acrobat Sign, DocuSign) do not offer a tenant-level control to disable voice calls; we can instruct recipients to pick SMS, but there is a risk someone may choose the call option by mistake. We want to configure our workflows correctly.
