I want to know who owns the land - the Council told me to contact HMLR

I thought the Council owned the land near my house but they don't and they told them to contact HMLR<br> This often happens as people are concerned as their street lights have failed or there's fly-tipping at the back of their road or people are parking on land and you don't think they should be allowed to or they are unsure if the road is public or private
