I went to the Council as I thought that they owned the land because
The street lights don't work; or
People are dumping rubbish at the back of my property; or 
people keep parking on the bit of land by my garage/property; or
Anything else as the council told me to ask you as it's not their land

People often want to know who owns a specific parcel of land and many often start with the council as either they think they own it or will know who does
The council will often only advise if they do own it but if they don't the advice given is to come to HM Land Registry
That doesn't mean that we simply tell you as you, like anyone else inc MPs, Police, councils and more can only get the information if the land is registered.
You should complete a search online or by post as appropriate and the search attracts a fee - Search for land and property information - GOV.UK 
Contacting us to state "The Council said you would tell us who owns the land......" is a half truth as what was missed was the fact that such information is only available on searching and with a fee
