My brother was listed on deeds with our parents as owner of family home. Both parents have since died but as still on documents. Does he have to remove them?

Shelia - no as the deaths, very sadly, are factual and can be proven at any time as a result. For example if the property was sold the buyer would need both death certificates.
However if he/you wish to update the register to show him as the sole legal owner then an application in form DJP along with certified copies of both death certificates can be made
