I am currently going through a re mortgage for my new build. My solicitor has advised the land registry LA855398 is locked by another solicitor please can you advise by who and if it can be unlocked

Hi Becci - i think they maybe mixing terminology here as things aren't 'locked' but the title you refer to is a very busy one.
I suspect that what they mean is that your new build registration is delayed by a prior application lodged by another conveyancer. The title number you have quoted is the developer (seller) title rather than your own
What's your plot number and postal address please and when did you complete on your purchase? I can then try to identify where it is in the development's scheme of things

Thank you for getting back to me.I complete; on the house in June 2022. Sorry I’m only going off the information the mortgage company provided 

my plot number and address are the same 3 tarnrbook Avenue FY5 4FY.

Hello Becci - many thanks. So we have a new title registration submitted 30th Aug 2022. Processing started 16th March this year but we needed more from the conveyancer. 
Correspondence has been ongoing between us and the conveyancer since and our last letter to them was dated 29th May and they replied yesterday.
I'll check with the casework team to see if it can be nudged over the finish line now
