Can an accountant verify an ID1

My son's passport is still in the possession of his ex-wife. This transfer has to take place 3 days before his release from prison. Why is a driving licence not acceptable identification on the ID3 as it is on the ID1

Patricia - there are a variety of checks we are able to carry out as part of the registration/conveyancing process. As form ID3 is relying on essentially non-conveyancers to verify a person;s identity we have a different level of risk associated with those checks hence the reliance on the passport confirmation only.
Every identity verification process will have it's own unique set of requirements and reasons for those.
