Hi,
Looking to transfer property to existing surviving owner plus new beneficiary after the death of one of the owners.

Using TR1 and AP1 but struggling with ID3 reqs.

The surviving owner is a bed bound 89 year old on end of life care. She does not own a passport but this seems a definite requirement. No driving license either.

Is this the only valid proof of identity?

Ray - what we can accept is explained in our PG 67 and forms ID1 and ID3 are both available. If you are unable to meet the ID requirements the recommended advice is to use a conveyancer who can then act for and confirm identities as appropriate.
If you are unwilling to do that for some reason then you can use our contact form to submit the specific details of both the property/title number and the special circumstances involved. I would also include an idea of what you may be able to provide by way of identity verification.
As an aside please also review whether you need to transfer the legal ownership in the way described. I am not for one minute suggesting that you have not considered the reasons why a transfer is warranted. There maybe alternatives to consider bearing in mind the surviving owner's health
