My daughter is gifting a property to her brother.  There is no mortgage and no money exchanging hands and so it seems to be quite straightforward.  She has completed section A of TR1 and they are both in the process of obtaining online ID Verifications using ID5.
1.  Does an AP1 also need to be included?  
2. Would the ID5 satisfy the ID Verification of the AP1?

Les - yes re form AP1.
See PG 67 for guidance re identity verification - Evidence of identity (PG67) - GOV.UK (www.gov.uk)
I think you are perhaps referring to form ID3 as the alternative to form ID1/conveyancer being used.
Form ID5 is used to accompany a form ID1 for example.
