Fee For First Registration and Transfer (dealing with an estate)

I am an executor and need to complete a first registration and transfer simultaneously. 
The property is valued at £50k.
I can't work out whether this is done for a standard scale 1 fee of £45. I tried phoning but was told lines are closed.
The forms are completed and ready to go.
